This is to WOW and Fraser they have to block both lanes to stop traffic so they don't get run over,because if you only block one people still go through.

well, simply put they park the truck like that to protect workers from moron drivers who blow through emergency scenes because they're too busy being distracted by something else and are not paying attention to the road.
It happens more than you think.
I say good on them for doing everything they can to protect themselves.
As for the diesel, it takes a lot to ignite diesel. Unlike gasoline vapours diesel's flash point is MUCH higher and it is a much less volatile fuel
