New Glasgow first N.S. town to receive Cougar

New Glasgow town councillor and New Glasgow Regional Police Service commissioner Jack Lewis and Minister of National Defence Peter MacKay discuss the Cougar armoured vehicle acquired by the New Glasgow department recently at a short showcase on Sunday.

The vehicle will be used by the emergency response team (ERT) to better protect the public and ensure officer safety in dangerous situations.

The department applied a year ago for one of the cougar vehicles from the Department of National Defence through the system for disposable assets. The vehicle was used in the Balkans and Somalia and no money was exchanged in this acquisition, according to MacKay.

    FYI The Cougar is fitted with a FV101 Scorpion Light Tank Turret. So in a way it IS part tank. It will get AT BEST 6 to 8 kilometers per gallon of diesel. It should have a range of 600 Kilometers. It is a light armoured personnel carrier and support vehicle. They are very good with IED's, or explosives. The engine is a drop in replacement used in commercial trucks, so parts for the engine are NOT a problem. Other parts may be, BUT it's unlikely to break often because it's built like a tank and it won't be used very often. Hopefully. If it is used often taxpayers are going to have a HUGE fuel bill. Will drivers need special licenses? These are huge, 22,000 lbs. Not fast, but they can go highway speed, and they DON"T stop on a dime. Nor do they handle well at highway speed. They drive, unsurprisingly, like a wheeled tank. And FYI, some tanks do have wheels. This, is for all intent and purpose a tank. Yes, technically it's an armoured personnel carrier, but for civilian use, it might as well be a tank. It weighs as much as a light tank. It has a tank turret on it. It has a cannon. It has a machine gun. It has armoured optics. If it walks like a duck... BTW, these are also able to float in water. So if some Bond villain comes to New Glasgow, Canada, We've got it covered. Oh, and finally, I want one too. It'd make a great camping vehicle. No more noisy neighbors. Well, not for long, anyways.

    this veicle is made for crowd control , didnt anyone notice that arround all the bases and militia bases they are erecting watch towers / gunners towers , you know the same kind they have at concentration camps and prisions and detention centers, i believe they are setting up to make detention centers out of military bases ! if you ask me they are expecting civil unrest , its happening all over north america !

    Coming from a military person, just wait until they get all 11 tonnes of it stuck in muck, or forget to put the plugs in and it sinks :) how much is it going to cost for a special heavy lift to be brought in to get it out? will they be hiring more people for training or more people hired that know how to use it and maintain it? a little over the top for town cops, they are not even rcmp.. leave the military equipment to the military

    Why in the world does New Glasgow need a military armoured vehicle for?! Halifax would have been a bit easier to swallow, but New Glasgow, Really? This just shows what kind of mentally we have running the area, no wonder people are moving out of there like crazy. How much is it going to cost to keep this vicious toy? I bet she isn't the best for fuel economy either for all this 'practicing' ie playing. Maybe it is something for Peter to go driving around it in parades? There is no need for such a ridiculous item that will only come with a big price tag for gas and upkeep and repairs.. plus NG, your really reinforcing the worst place to live mentally out there..your still making us look STUPID...

    The RCMP have had them for at least 10 years.....I used to see them training at Aldershot with them they had 2or 3 ........but they upgraded to a much more modern multi-capable armoured vehicle ...........It is an asset for NGRP that may sit around for a long time like the old armourd Brink's truck they had.....but will be good for training ..Forming the NGRP encompassing all the towns was done because they are afraid that the RCMP may be asked to give a quote to police the entire County...They are The Pictou County Police.....and come fully equipped.....Once they Regionalize and try to take the County they will want pay parity with Halifax along with all the bells and whistles...the Mounties already have .......Policing is expensive........

You frantically dial 911. “SOMETHINGS WRONG WITH MY CHILD PLEASE SEND HELP!!!” “We're Sorry sir/mam, we can't send anybody to your residence. The emergency response vehicles can't get through the snow and the local plow trucks are hours away” ( most likely trying to get the EI office or something open ). . . After seconds feel like hours, there is a new voice on phone. “Mam/Sir this is Staff Sergeant X. We are going to send our Cougar armoured vehicle to you. It's a 6 wheeled, multi-terrain vehicle capable of operating in deep snow. Vehicles like this have been used in many larger cities like Edmonton since 2007. We are very proud to have it.” The "tank" comes and gets your child and delivers him/her to the hospital HOURS before an ambulance could. The doctors discover your child has had a febrile seizure and would not have survived without getting to the hospital on time. Yup. Good thing we should never need this "tank"since we live in a perfect world and nothing happens here. **

      "A Local" - you should educate yourself before being so critical. The Canadian government bought these "Cougars" in the 70s, refurbished them in '99 to try to reduce the operating costs. Finally last year, when they realized they were too expensive to operate anymore the government decided to give them away. Someone in NGPS, after educating themselves about as much as you did, applied for one. So now we have an 11 ton (22,000 pound) armoured personnel carrier designed to protect against mines and IEDs when patrolling battlefields with a 72mm gun (3 inch thick bullet) and the capacity to fire four tear gas canisters at once. It takes three well trained people just to operate it and there are only a hundred of them left in Canada so replacement parts are made, not bought. And you think it's a good idea to have one around just in case my kid has a febrile seizure in the middle of the largest snow storm in provincial history? If you think this thing is "free" you're dreaming. There are far more pressing priorities for our scarce tax dollars. This thing should be donated to the Pictou County Military Museum before a single dollar is wasted on it.

      WOW!!! Assides from white Juan and one other memorable snowfall in the past ten years I think your scenario is a little far fetched. Most Honda civics can make it through town during our worst snow storms. Pretty sure the intended use of this vehicle does not include driving patients to the hospital during your apocolyptic imaginary snow storms.

      The vehicle may be FREE. Upkeep and training is not. Based on the ctv interview of sgt bannerman it sounds like a big ego for a small town police agency " if the RCMP can get surplus vehicles, why can't we". Boys and toys!!!

      Sorry, but nothing is FREE, there is cost to run it, upkeep, repairs, fuel alone will be a big deal, plus a garage etc. Just a waste of time and money playing around with a big boy toy in a little farty rural area. They said they never had a need for it before, could not recall a time where it would have come in handy, so why now? Strange and costly, this place is getting weirder by the day.

He didn't go out of his way to get you one of the CFs antiquated Cougars...your Gov't has been trying to get one. It is low cost maintenance and another asset should the need ever arise (although rare as that may be) Love Scotianers with all their free time...just dyin' to complain about every tiny thing they can!

    Does it have a gun mounted on the outside? If it doesn't then it is of no more use than a regular surburban or cop car, after all the cops wqouldhave to disembarkl at some point, either that or stay holed up in their cougar until the perps got tired,or bored or just gave up.

    Maybe the NG Police could take the cougar for a cruise up to Trenton Elementary to enforce the no parking zones to the ones who continually park there, even after receiving a letter from the school not to park there. Especially to the 2 vans who practically block off the rest of 6th street by parking in a no parking zone. The cougar might do more than a police car presence from time to time

    I understand the comments about the officer safety on our streets! But really, what will they do with this? Once they get to the scene, will they sit in the vehicle and wait? They will eventually need roll out the driver side window and talk to someone! I’m sure with the proper training, technique and experience; these constables can remains safe without an armoured people carrier (or whatever the right term is.) Our tax dollars could be better spent if our elected officials would have focused on the root cause of this perception of heightened crime rather than on the upkeep of such as machine. Police budgets are out of control, it is our elected officials’ responsibility to constrain these inessential requests. How no one realized how this would be perceived by the citizens of New Glasgow or anyone wishing to visit, is beyond me.

    I could see a use for this in the United States but Rural Nova Scotia ? The cost will probably not be Free to the taxpayers after all it was the Taxpayers asset that is being given away in the first place.Then there no doubt be training costs , fuel , insurance and probably someone hired who will eventually need an assistant IE like the Glasgow Square where a events coordinator now has an assistant. Assistant for what booking a show a month ? Gee maybe this armoured vehicle could be used to smash down some abandoned buildings in town including about half the downtown LOL

    They should be spending time fixing up the hospital and the staff that works there instead of getting something like that. New glasgow doesnt have that much crime for goodness sake. My friend almost died two months ago because of the doctors here. If she didnt get to the truro hospital,she would have died.

    If this vehicle is used only once - and saves a life - or lives- you will be glad we have it. I don't know what the crime rate is - but I do know in Trenton it is the worse I have ever seen as far as vandalism and drugs. I am not sure if you realise - the kids (and others who shouldn't be) are carrying guns - sounds crazy right? Sorry - its true. The kids are armed - so the Police really need to stay ahead of what's out there. Congratulations - this was a good move - and hopefully it WON'T get much use....

    Wow its hard to believe how many people commented before reading/understanding the article. IT WAS FREE and if something for free is going to make the police and communities safer hey we will take three. I lived in new glasgow my whole life and i can tell you the crime rate only goes up not down. Nice to see the gov put that vehicle to good use as to see it sit behind a fence or be sold to a foriegn country.

    1) It is not a tank, it is an armoured transport vehicle. Also look at the turret, no cannons, no guns, just smoke grenade/tear gas launchers. 2) After the stuff that was going on in New Glasgow before I moved to halifax, I am happy the police force got this and for free at that. Why don't they deserve to be protected when in dangerous situations while you all get to stay inside and listen to the online scanner. Maybe they gave you one too many speeding tickets.

    I am not surprised at the number of negative comments on here, there seems to always be people just waiting to make negative comments on anything to do with the police. This unit may assist in saving an officers live, or someone else's life in a serious situation. Police are always the bad guys until you want them to help you.

    Lets not be so quick to judge. The DND is getting rid of them and they offered to take one, not their fault halifax didn't ask for one, as I think they have a real need for it, with all the shootings that take place in Halifax. I'm sure it will have its benefits maybe with road blocks, i can think of an incident a few years back at the car works when someone stole i believe it was a fork lift and was driving through fences etc, would have been great to have then. The thing is what can it hurt to have it and if they find use for it that keeps them safe all the better, they are putting their lives on the line to keep us safe everyday while we sit home and watch tv in our nice warm houses. I don't begrudge them added equipment or protection if they can get it .I just ask that they don't take matters that don't need it and use it to justify having it to appease the public, because someone could get hurt. They have every right to have it and when used properly i think it will be an added bonus for them. They don't have to justify having it to us, we should be thankful they didn't ask to buy it and got it for free. I'll be happy if they never have to use it, but am glad they have it if there ever comes a time they have too.

      Actually, that truck is cheaper overall than one of the cruisers during the winter in particular, because its transmission isn't constantly needing replacing or repair, which does apply to the cruisers taking the big hills during the winter.

    What negativity. If the Police can get a piece of equipment that can help protect them and the public in dangerous situations then that is a good thing. The fact that they can get it at no cost from the Federal Government is even better. As for maintenance, I'm sure the Town Works Dept is more than capable as last time I checked, the Town of New Glasgow owns excavators, Front end loaders, etc..A diesel engine is a diesel engine. As of being un-necessary, we soon forget that peaceful Pictou County is not all that peaceful as we only have to recall several recent murders & other violent crime. Kudos to the Police Department and the Police Commission for taking steps to increase the level of safety to the citizens of New Glasgow & the Officers who sworn to protect them. Oh, by the way, it's not a Tank, it's a wheeled Armoured Personnel Carrier.

Natural disaster stands out in my mind pretty high. If you look into our past nothing bad has happened yet. . . . Get back to your perfect world rocking chairs.

    Exactly what Pictou County needs, a vehicle designed for WARFARE. Key word is WARFARE. This has no legitimate use what so ever... We're never going to see Urban Warfare in Pictou County, could have just gotten a few Chevy Suburban like regular police forces use. What an idiotic item, a vehicle designed for war that weighs 11 tonnes. Pictou County has crime, but this vehicle is ridiculous for the purpose. I doubt we're going to have an all out assault with the Mexican drug cartel. Then again, I've never expected Pictou County's Deity; Peter McKay do anything bright...

    This is completely unnecessary and only serves to make the town look dangerous. There is absolutely no use for it and I believe it is a waste of resources and training. Why not focus on something that the town could actually benefit from? Addressing homelessness, drug abuse and environmental issues are all things that pop into my mind way before the need for an armoured vehicle.

    Well, finally I can sleep at night. I was guite perplexed by all the riots happening in the town of New Glasgow and wondering when they were going to finally do something about it. Now they have!!! Thank you New Glasgow Regional Police for obtaining this vehicle. I hope it is going to be used for more than riots. Maybe it can be put to use for regular patrols within the town. I personally would love to see it patrolling my neighbourhood!!! That is the best decision the town has ever made!!! Congratulations on the new "useless" piece of equipment. Great work once again!!! Happy taxpayer!

    This should help the Moneysense ranking next year, a town of 9500 that needs a armored vehicle for policing, these cops have been watching to much S.A.W.T on tv.

    Since when did this Emergency Response Team belong to just the New Glasgow Police Department?? This cougar says New Glasgow Regional Police on the side of it, yet its sole purpose is use for the ERT which has serving officers from Westville, Stellarton and New Glasgow, plus Street Crime which is also a Pictou County Team. NGPD may have applied for it, but they did so for use with the ERT. I am tired of New Glasgow always getting their name on things that other towns should get credit for aswell. Same thing happened when the big budget cuts were announced last year. They said they New Glasgow ERT had to be cut. This is not a New Glasgow specific team, never was, it is a Pictou County Team. Thats my rant.

      Really makes me wonder how the tagging on the tank will be, will it have New Glasgow Regional Police decals all over it (likely) or more neutral to include all forces involved in the ERT.

    WHY??? This is just scary if you ask me. Peter MacKay is setting us up for something very bad. We are peaceful people, why aren't Halifax or Dartmouth a more reasonable place to give this piece of crap to??

      Actually RYAN, according to the MoneySense report last year, showed that of the towns appearing on their list from NS, Truro had a higher crime rate. And, if you care to look, a CTV report says that Halifax has the second highest murder rate of all cities in Canada. This isn't to say that there is anything fraudulent or suspicious going on, NG applied, so NG got it. But I do feel like the DND should have volunteered these vehicles to the cities that need them most, before towns like NG get them, where the violent crime/gun crime rates are quite low.

    Will someone please tell me why the town needs a tank? Is crime that bad? Who will fix the thing? How can we cut everything and afford to maintain tanks?
