Pictou Council voted 3-2 to implement a deed transfer tax to fund a proposed wellness centre for Pictou County at Tuesday night's council meeting.

The meeting was open to the public and about 60 people showed up to express both concern and support for the project and the inevitable tax.

Pictou Council voted 3-2 to implement a deed transfer tax to fund a proposed wellness centre for Pictou County at Tuesday night's council meeting.

The meeting was open to the public and about 60 people showed up to express both concern and support for the project and the inevitable tax.

The tax will only be on purchases of property, said CAO Scott Conrad.

Many still feel the county does not need a centre such as the one proposed and had many questions surrounding it.

Coun. Bob Naylor said he would not support the tax based on the overwhelming evidence that Pictou residents do not want the wellness centre.

Coun. Raymond Gregory also opposed the tax.

"We're doing something that affects the lives of people, not for two to three months but for years and years to come."

However, Mayor Joe Hawes and councillors Ken Johnston and Shawn McNamara voted for the tax.

McNamara said his biggest fear was that if Pictou didn't make the decision they would lose out in the end.

"It's our job to fight to make sure Pictou is up at the top."

Hawes said he wished he had a better business plan, after hearing such concerns from the public, but said the project is for the good of Pictou County.

"Sometimes, just sometimes, you have to go on faith."

    True Rational, what Mr Hawes et al probably foresee are the potential trickle-down economic benefits that such a centre could draw to all areas of the County when new faces and maybe even businesses are attracted. Let's face it, nothing ventured, nothing gained!

    Listen, I don't think anyone would argue that this facility will be awesome and unique and generally positive for the county as a whole. But, on the other hand, I don't think it is a stretch to say that some people will have a greater opportunity to enjoy the benefits of such a centre than others. Therein lies the problem. Even though all municipal units will be paying an equal amount (based on percentages), not all residents will use the facility to the same percentage. I truely understand how the people of Pictou and other remote areas of the county must feel.

    Bottom line is that although they will be paying equally for the construction and maintenance of this facility, they will not have the same enjoyment as say NG residents will have. Nor will their area/municipal unit enjoy the same spin-offs as municiapl units that are closer in proximity to the centre. It is too bad, but it is an unfortunate necessity in order to have the centre built.

    Everything you said is true, Valued. This facility will undoubtedly prop up New Glasgow/Stellarton. There will be huge spin-offs for these municipalties. I love the idea of having a Wellness Centre in my backyard, so to speak. It will be wonderful for the kids of NG/Stellarton to have the best of the best and it will bring more people to my subdivision. This will, in turn, increase the tax base which will put more money into NG's coffers to improve on roads, infrastructure, etc. I get a kick out of all the negativity - especially from the Pictou side. I understand that they won't see the benefits from such a facility but it shouldn't mean that they ruin it for the rest of the county. I'm glad Joe Hawes and his council saw it this way, too.

    word has it that the influence peddling of certain big businesses (from several different towns involved) is behind much of the rush-rush on this... impromptu meetings with all staff pushing them to cause a stir and make sure their elected officials get the word that this MUST happen for the benefit of the people ... but whose wallets are truly being lined, end of the day. Corporate stockholders and company executives would be my guess. I'm all for nice stuff, both for current and future residents, but putting on blindfolds and being led to the donkey ain't the way to do it. Unless you like getting kicked.

    Sometimes you just have to go on faith . What faith? From what I have seen since this council-excluding Councillor Naylor-- and the last have been in power is a lot of promises to your face and complete turnarounds in meetings. I have no faith in this council.

    I would like to know how this Wellness Center is going to affect our Fisheries Training Pool and the Hector Arena.

    Also, here is another question. What is the deal with renovations at the Aberdeen Hospital? Why are we now responsible for renovations? And why do the Wellness Center and these renovations go hand in hand? You can't vote for one and not the other????

    We have another issue forthcoming in this Town, and from what I have just seen I know EXACTLY how that will turnout. Time to move!!

    Seriously, lets step back for a sec.

    Wellness Centre/Center = Boosting the Towns and County as a yet another feature as to why people should move here, if they move here they increase the declining population, OR if you prefer the tax base.

    The more people here will help lower taxes.

    Fully functioning up to date hospital equals, better (it cant get any worse), hospital and again, brings more people here.

    These 2 things draw people here to work, and sustain the business. If businesses can get employees then guess what, the businesses leave and then we have no wellness centre, no business, no job, no healthcare.

    Ok, so now what.

    Smarten Up people this is a one time deal, take it while you can cause once it's gone, its gone....

    It wouldn't matter if they said that everyone would get a brick of gold, the negative people in this town would still find something to whine about. If it's going to bring some life back into this county, then bring it on. You don't get something for nothing. Of course it's going to cost us money ... doesn't everything? If we don't invest in our HOME then we will have nothing in our HOME. If we do what we've always done (bellyache and whine about the fact that there is nothing in this area to draw people to this area), then we will get what we've always gotten (more reasons to bellyache and whine about there being nothing in this area). I don't get it ... why is it that everyone cries foul when nothing is being done and then cries foul when something new is brought to the table that could help? I must be naive.

    We have a mayor and council that are looking outside the box. This new wellness center puts our municipalities on the map in terms of global economic benefits. Benefits for the whole county. We cant miss the boat on this one.
    Its about time we work with the rest of the county. This is a good thing...good job Mayor Hawes and council that voted to move forward!

    With reference to the new Wellness Centre for Pictou County, and the benefit it proposes to bring, I must say that I am at a loss as to how the process for determining the necessity for this project unfolded, and the sudden urgency and deadlines imposed on Councils to accept this proposal on A Leap of Faith. The opposition to this project could have been greatly reduced if the process had have been open and forthcoming from the start. It is too bad that the persons involved in pushing for the new wellness centre had not used their influence and political connection to forward an alternate proposal.

    I fully understand that it would be foolish to turn our backs on a 22 million dollar windfall from Governments, and I fully understand the need for regional assets being identified and supported by all municipal units, but what I do not understand is how a multi-million dollar facility will be beneficial to all.

    If the goal was truly for the benefit for all regions of the County, would it not have been a better solution to make our existing recreation and wellness facilities first class. By identifying regional assets and utilizing the 52 million dollars allocated for the Wellness Centre and hospital expansion towards these, the benefits to the county would have been better realized.

    New Glasgow and area would have a new 4000 seat stadium, the YMCA would have been renovated, the Pictou Pool would have been expanded, and the Aberdeen Hospitals emergency room modifications would have proceeded as planned. In addition, our other identified assets would have received funding for upgrades and refurbishing. We have adequate facilities in place now to look after health and wellness; it is the operational aspect that has to be looked at. To me this would have truly been a win/win for all involved, as all regions of the county would have benefited from increased usages of their facilities and the influx of visitors to their communities.

    One cannot deny the argument that the operating costs will be less under one roof, but are the benefits to the county, or just one region. The increased usage of existing facilities would appear to be the better solution as operating cost would then become the responsibilities of many not just a few. The funding realized from the Deed Transfer Tax would work just as well in this scenario as it would for the Wellness Centre proposal. New Glasgow and area will win big of this there is no doubt, I do believe however, that a truly great opportunity to benefit a broader spectrum has been missed. Just my thoughts.

    As previous posters have recognized, the potential benefits of this centre well outweigh the negative! Kudos to Hawes&Co for overcoming the clannishness and outright foolishness of naysayers. As one wise man said, we must hang together, or we will surely hang separately. Indeed you don't have to be Einstein to see that the your-town-versus-mine stupidity has kept this county down for far too long. Good to see some progressive thought as well as Action for once around here!

    Where to begin? For once I thought that Pictou would rise in defiance and make a stand against this nonsense. I keep making excuses for Pictou and defending her and justifying my unjustifiable desires to move back home, but I think that dream is over - as it is with many friends I stay in touch with from Pictou. Most gave up any hope of returning long before I threw up my arms.

    Where did Ken Johnston go? He seemed so full of passion and seemed to have such clarity on the issue. Who got to him? Surely he wasn't swayed by this ridiculous deed transfer tax and the belief that the extra money generated from its implementation will fund Pictou's portion of the project. Is he really that naive? Perhaps it's his ego? I can understand Joe Hawes and MacNamara falling for it, but I had loftier expectations for Johnston. I guess I'm the bigger fool now.

    The idea of a deed transfer tax is what costs councillors their positions in other parts of the province during election time. It stymies development and, often times, act as impediments and deal breakers for potential buyers. If you thought the real estate market in Pictou was sluggish now, just wait until this is implemented.

    I applaud Naylor and Gregory for their foresight and their loyalty to the people in Pictou. Unfortunately, three self-serving half-wits beats a pair everytime.

    Good luck Pictou as you continue your steady regression into irrelevancy. You obviously deserve everything you get.

    Hey JC. I guess it depends which country you are from. When you are celebrating Thanksgiving in November instead of October and watching 4 down foot football instead of three and sipping on your soda (not pop) then you can call it center instead of centre ... no matter which zip code you are from.

    Does nobody see the foolishness it takes to make a decision that affects everyone in the ol' county? Whether or not this facility is built the dog and pony show going on is truly laughable. The time and energy that is wasted because of the ineffectual governance of this county is pathetic. Special meetings, council meetings, in camera meetings, CAO meetings, public meetings the list goes on and on. The wellness centre is an amenity the county really needs and the old Abby can definitely use an upgrade. But people lets get the governance study completed soon and let's move on to an amalgamated municipal unit and start talking administration, policing, public works and all the other departments that will allow us to have a vibrant, functional community instead of the embarrassing circus going on now!
