Since spiders only spin their silks when the wind is calm, you can expect a fair day if you come across a web-like this one — covered in morning dew.
Light wind and clear skies occur directly under a fair-weather system. It would take the day before the wind and clouds would roll in ahead of a weather disturbance.
Grandma Says: “When spider webs are wet with dew, expect a fine day”.
